Delegate Lewis moves to amend Com Sub for HB3279 on page 2, section 1, line 12 by striking out the word “and”;

And,

On line 14, by striking out the period, inserting a semi-colon and the following:

“and

(6)  The Legislature recognizes that the fair and equal treatment of land grant institutions is essential to assure students receive fair treatment through equal appropriation of state resources, and that West Virginia State University and West Virginia University both receive federal allocations and a state match because of their land grant institution designation.  West Virginia State University has received its proportional share of federal moneys but has not historically been appropriated a proportionate share of state moneys compared to West Virginia University.  Therefore, the Board of Governors of West Virginia State University shall conduct a study and report to the Legislature’s Joint Committee on Government and Finance by January 1, 2026, an analysis of the state funding of West Virginia State University for the last 30 years as compared to West Virginia University relating to state moneys appropriated based on each institution’s designation as a state land grant institution.  The Board of Governors shall also make recommendations to the Legislature on a methodology of repayment of funds owed to West Virginia State University.
